Kathleen is a new character created for the HBO series The Last of Us, and she has a lot of muscle at her disposal.
Kathleen, played by Melanie Lynskey, was not specifically featured in the game. The Pittsburgh Hunters had a leader, but she was not to be seen. In The last of usthe TV series, is on the front line, tracking down Henry and Sam and, by association, Joel and Ellie.
She is the leader of the Kansas City Rebels (the series changes Pittsburgh to Kansas City) and was responsible for overthrowing Phaedra, who ran the Quarantine Zone. Her brother was killed by Phaedra, which may have been a motivating factor, but since her rebellion succeeded, many Kansas City residents must have resented Phaedra’s control.

However, although Phaedra is missing – dead or exiled – she blames Henry (who appeared in the game) for betraying her brother. He’s on the run, along with his brother Sam, and she’s chasing them both.
Her forces have also attempted to rob and/or kill Joel and Ellie, and Kathleen says they’re working with Henry and Sam. It’s unclear if she believes it herself, but it’s enough to prompt her soldiers to track them down.
She is also ruthless, executing a doctor when he refused to reveal Enrique’s whereabouts. And with dozens, if not hundreds of soldiers at his disposal, he is a force to be reckoned with.
Thus, in the HBO series The last of We, Kathleen is a rebel leader who rules Kansas City and is an original character who does not appear in the video game.
