Oscar Montes de Oca Rosales, head of the Attorney General of the State of Quintana Roo (Mexico), reported that after forensic experts complied with the medical-legal protocol and the necropsy, they concluded that Victoria Salazar presented a fracture in the upper part of the spine, produced by the rupture of the first and second vertebrae, which caused “ the loss of the victim’s life ”.

Last Saturday afternoon, the woman from El Salvador was subjected with excessive use of force, which caused her death.

“The injuries referred to, according to the rulings on criminology, forensic medicine and videographic material that are part of the investigation folder are compatible and coincide with the submission maneuvers that were applied to the victim during the process of his arrest and before passing away.

“The police technique of body and applied control and the level of force used was carried out in a disproportionate and immoderate manner and with a high risk to life, since it was not in accordance with the resistance of the victim, which caused a deceleration or rotation of the neck, thereby violating the provisions of the National Law on the use of force, “he said in a virtually broadcast message.

With these elements, the Public Ministry brought criminal action against the police quartet – one woman and three men – for their probable participation in the crime of femicide.

The official commented that, officially, the victim has not been identified, which is why they are working in coordination with local and foreign authorities to verify his identity.

The municipal policemen attended a report of disorder in the public thoroughfare and assaults and detained a woman, whom they subjected until she was prostrated on the floor, handcuffed and face down.

One of the four participating agents immobilized her by placing her knees on her back, while the woman screamed and complained, until she stopped breathing, which was recorded and the videos, broadcast virtually, causing widespread outrage and diplomatic reactions by part of El Salvador.

Four policemen are transferred to detention centers

The Quintana Roo State Attorney General’s Office reported that the four police officers from the Tulum Public Security Directorate who were accused of causing the death of a woman they subjected were transferred to detention centers.

Through social networks, the agency shared a video that shows the moment in which the four policemen, a woman and three men, are transferred, however, no further details are offered of the centers to which they were transferred.

The director of Public Security of Tulum is dismissed

The director of Public Security and Traffic of Tulum, Nesguer Ignacio Vicencio Méndez, was removed from office after the scandal generated by the actions of four police officers under his charge, accused of the probable femicide of Victoria Salazar, a woman originally from El Salvador, who was subjected with excessive use of force, which caused her death.
