The peace agreements establish that the Comunes party can be responsible for the protection of ex-combatants.

veterans of the old stuffing who left the party commmon denounced by a letter dated February 4 that all the security guarantees established in the peace agreements. They assured that these would only apply to those who belong to the party. “The clientelist politicization of security is another way to shatter what was signed in the midst of the humanitarian crisis faced by those of us committed to peace,” the letter reads.

The unit responsible for the protection of ex-combatants is the specialized sub-directorate of the National Protection Unit (UNP), born in 2017. The agreements stipulated that only the political movement born from the signing of the peace, in this case the Communes, would be responsible for assigning its trusted personnel to the protection devices.

But, over the years, differences began to appear between the signatories and many of them broke away from the Comunes party, without this meaning that those who do not belong to this movement are dissidents, even less that they don’t need protection.

They were born last September Advance and the Stand-alone table, composed of signatories who do not feel identified with the Communes. Members of these organizations have denounced that they have been excluded from the spaces in which security measures are decided and that their protection measures are not prioritized, which leaves those who are threatened in danger.

“As a trade union organization, we have denounced irregularities in the Specialized security branch. Three of our murdered comrades had protective measures approved by resolution, but we do not know why they were not implemented. In other cases, there are people who have also approved the measures for a year or eight months and have not yet implemented them,” he told her. Victor Osori president of the Living Memory Union made up of veterans who now work as bodyguards in the UNP daily The viewer.

But, in addition to monopolizing protection for themselves, members of the Comunes party would hire relatives and relatives, with whom they would secure salaries of 2.3 million pesos, legal benefits and daily allowances whenever they have to move.

Augusto Rodriguez, director of the UNP, confirmed this. “There are signatories who believe more that a child will take care of him than that a third party will take care of him,” he said, and clarified that nothing prevents this from happening, according to this that the Civil Service Administrative Department when he did the respective consultation once he came to take up his post.

Furthermore, he stated that he had no interference in the specialized sub-directorate of the UNP, given that it enjoys autonomy as stipulated in the peace agreements.

Benedicto De Jesus Gonzalez Montenegro who occupied the seat of Jesús Santrich in the House of Representatives assured that the Comunes movement brings together only 6,000 of the 13,000 signatories of the agreements, which is why he wonders who will represent those who do not belong to this party.

“We are asking for guarantees of protection, but also to have participation in decision-making spaces,” said González Montenegro. The first of these slots is the order tracking instance that gave the constitutional Court declaring on January 27 that there is a massive violation of the peace agreement in terms of security guarantees for former members of Farc when they return to civilian life, which is why he urged the Colombian state to intervene.

The second space is Safety and protection technical table composed of five members of the national government and five members of the Commonwealth party.

Currently, there are about 923 former Farc guerrillas who have protection programs, for which about 2,257 bodyguards are employed. Since the signing of the Peace Accord, 348 ex-combatants of this guerrilla have been assassinated.
