As for the creative process for the new cover, a video has been posted online showing how Oda decided to create this ambitious illustration, also revealing some goodies the author initially seemed willing to insert.

Starting from the intention of taking as a reference the cover that caused many discussions after the end of Wano, we can also see how he re-examined it to show the characters who have now reached their peak.
Buggy has become even more bizarre and disturbing, while Blackbeard presents himself in a decidedly more powerful and important way. Shanks still maintains that smug, calm face we know, while Luffy once again shows off his brand new form, which is the highlight of his fruition.
Also note how in the process of creation Oda had other small ideas that he seemed to want to include: among them we can see at one point the attempt to show a confrontation between Blackbeard and Luffy, the latter extending his arm towards the menacing hacker. Could it also have been, in a certain sense, the elusive “prefiguration” of Oda?
