The municipality of Surco establishes an ordinance that regulates the holding of children’s parties in parks

The situation changes if they are two children’s parties at the same time because there the park must measure from 10,000 to 15,000 square meters. Meanwhile, if there are three, from 15,000 square meters to more.

If these three essential points are respected, the rest are simple rules.

The District Participation Department of the municipality will have 72 hours to respond to the request. If positive, the birthday will take place between Friday and Sunday. Also Hours are between 2 p.m. and 6 p.m.

On the other hand, the use of any type of speakers, inflatable games and any other equipment involving the installation and use of electrical or battery power, as well as any other element that damages the green space or disturbs the tranquility.

Similarly, children’s parties may not have mechanical games, swimming pools, throwing confetti (or pica pica)or similar.

Other measures are that it will not be possible to use pyrotechnic articles, consume alcoholic beverages there animals.

The anniversary event must have a toilet service on private property around the park (letter from property owner or driver). And it will only be allowed to install one table that can have a maximum of 2.40 x 0.90 meters, the same that can be installed on the day of the event, starting at 10:00 a.m. The table must be removed the same day at the end of the event.

The order of the Municipality of Surco sparked reactions on social media.

“Very bad. The parks are public. You can go for a picnic if I wanted to in a free and orderly way without asking anyone’s permission. Why limit freedom, especially for events aimed at children? It smacks of raw bureaucracy. Hopefully these permits don’t cost much,” one user identified as Sergio MC wrote on Twitter.

“How are you going to control the decibels if in a residential area, usually between 10 a.m. and 10 p.m., between 50 and 60 decibels is allowed, either more or less a mid-volume television, a low-mid-volume speaker exceeds those decibels without counting on the animation,” added another tweeter Ricardo Valverde.

“This is false, the parks are public and for the free use of their neighbours, asking permission from a neighbor to celebrate his birthday there violates the right of any neighbor,” said Rufino Centeno.
