Although the President of the Council of Ministers, Alberto Otarola, promised drastic changes within the PCM, it seems to have remained a mere promise. Conversations between workers at the Río Blanco company would reveal alleged irregularities among officials of the PCMwho allegedly tried to share knowledge amid private sector attempts to launch a mining project in Piura.

A Panorama report begins by highlighting Martin Silvio Carbajal Zegarra like the civil servant who supposedly scheduled suspicious appointments in the offices of the Presidency of the Council of Ministers of the Palace Building. The manager of the PCM Management Support Fund took note of a letter sent by the company Río Blanco in which they requested a formal meeting to do a project in the north of the Peru.

February 17, 2023 remained the day that said meeting would take place; however, a few days before, Carbajal Zegarra contacted Río Blanco to coordinate a meeting on February 13. Two representatives of Río Blanco arrived at the offices of the Social Management and Dialogue Secretariat of the PCM and were introduced by Zegarra to two private businessmen. After the introduction, he withdrew.

The aforementioned media reports that Ronald Tito, a businessman specializing in mining projects, and Deiber Flores, linked to construction companies, offered their support to Río Blanco representatives for their Piura project. These are two personalities who managed a meeting in the premises of the PCM without being civil servants. For his part, Tito records several visits to the boss of MIDIS, Julio Demartini, and Flores is a former employee of Gregorio Santos.

After the meeting, Río Blanco officials went public with their suspicions, stressing that they could face a possible act of corruption given the way the meeting unfolded. A few days later, Zegarra, the intermediary, sent a letter emphasizing the need “to promote joint and rapid actions through a serious strategic intervention plan”.

In said message, he also mentioned the importance of implementing “a work plan that envisages joint actions mobilizing public and private resources to finance projects”, as well as the “need to have new managers to lead the preparation and execution of a strategic plan by trusted personnel It would be understood that it mentions the businessmen presented.

Río Blanco chose to ignore the messages and send, once again, an official letter requesting a formal meeting to coordinate the project. However, this time it was Carlos Fernández Dunker who answered his request. The letter sent to manager Alexandra Ames had come into the hands of a person whose identity does not exist in Reniec. According to Panorama, it would be the former deputy minister of agriculture in the government of Pedro Castillo, Rómulo Antunez Antunez.

He told the representatives of Río Blanco that they should send back the letter, this time addressed to President Dina Boluarte, accredit those who would meet them and coordinate with Martín Silvio Carbajal Zegarra, the same person who a few weeks ago had tried to link them with private businessmen. . For his part, Antunez, who introduced himself under a false name, told Panorama that he did it to “get attention” and came to describe the fact as a slip and not a lie. After the publication of the report, the Presidency of the Council of Ministers announced the opening of investigations.
