The former governor of Quintana Roo between 2011 and 2016, Roberto Borges Angulo —emanated from the ranks of the Institutional Revolutionary Party (PRI)—was linked to a trial accused of organized crime, after his arrest in 2017. Yet, like him, several PRI heads of state have been imprisoned for crimes committed under their governments .

Most of Borges Angulo’s government happened when a member of the PRI held the presidency of Mexico: Enrique Pena Nieto (2012 – 2018). At the same time, various state governments in Mexico were occupied by the tricolor party. And, coincidentally, to this day, four PRI governors from that period are in prison, along with many others.

At the end of his administration, Roberto Borges was singled out for various irregularities in state finances. After carrying out inspections and, amid reports accusing the alleged misappropriation of resources, in June 2017 an arrest warrant was issued.

After being arrested in France in 2017 and extradited to Mexico, the former governor of Quintana Roo is currently facing three other criminal charges, for which he is being held at the Federal Center for Psychosocial Rehabilitation in Morelos.

The former governor of Quintana Roo, between 1993 and 1999, was one of the first governors in contemporary Mexico to set foot in prison. He was captured in 2001 in the United States and extradited to Mexico in 2010, where he stood trial for crimes such as money launderingassociation of criminals and offenses against health.

In 2013, he was sentenced to 17 years in prison for the aforementioned crimes, for which he was locked up in the Altiplano Penitentiary, in Almoloya de Juárez. In 2020 he was placed under house arrest, which was later revoked and he returned to prison. He was accused of granting protection during his government to Amado Carrillo Fuentes, The Lord of heaven.

He governed Tamaulipas from 1999 to 2004. In 2012, the United States Drug Enforcement Agency (DEAfor its acronym in English) accused the PRI politician of being linked to the Zeta Cartel and the Gulf Cartel, as he had laundered three million dollars and was complicit in various homicides.

The PRI revoked his membership and he was a fugitive from justice until April 2017 when he was arrested in Florence, Italy. In 2012, he pleaded guilty to money laundering and receipt of bribes by organized crime. He was recently sentenced to 9 years in prison by an American judge.

Duarte de Ochoa came to the government of Veracruz in 2010, and with the arrival of Peña Nieto as president of Mexico, he was considered part of the “New PRI” promoted by the Federal President. However, Duarte’s management meant one of the entity’s worst economic crises, according to Universidad Veracruzana, in addition to being marked by corruption scandals and the murder of journalists.

In October 2016, at the end of his administration, an arrest warrant was issued against him for organized crime and operation with resources of illicit origin. He was arrested in April 2017 in Guatemala and extradited to Mexico months later. In September 2018, he pleaded guilty to acting with resources of illicit origin and criminal association in order to reduce his sentence.

He is currently incarcerated in the North prison, where he faces another trial for enforced disappearance.

Duarte Jáquez reigned Chihuahua during the same period as Duarte de Ochoa (from 2010 to 2016). During his tenure, he was accused of withholding his employees’ salaries to fund the PRI, as well as having a “secret pay » bribe other politicians and journalists.

Javier Corral, when he won the state governorship in 2016, promised to prosecute Duarte for his corruption. Similarly, other PRI governors who arrived in prison were Andrés Granierwho governed Tabasco between 2007 and 2012, arrested and imprisoned for aggravation, as well as Robert Sandovalwho ruled Nayarit from 2011 to 2017 and is currently facing four trials for electoral crimes and links to the Jalisco Nueva Generación cartel (CJNG).
