The President of the European Commission, Ursula von der Leyen, announced this Monday that his team finalized a legislative proposal to create a digital certificate that “facilitates movements within the EU and abroad” of those travelers who have been vaccinated against the coronavirus, but also to those who have antibodies or prove a negative result in a test before traveling.

What will the Covid Passport (Digital Green Pass) show

  • It will include medical data to indicate whether the patient has been vaccinated.
  • Test results to prove your status if you haven’t been vaccinated yet.
  • A negative PCR.
  • A test that proves that you have antibodies.

What is the Covid Passport looking for

The objective is that this certificate is to facilitate the movements of Europeans. Yes, the freedom of movement is one of the four fundamental freedoms of the European Union, there are already common competences that allow the European Commission to present a legislative proposal.

The term “green pass” used by Von der Leyen is the same one used by Israel to refer to a digital or printed document that proves that the carrier has been inoculated and can therefore enter entertainment, sports and gastronomic venues.

The World Health Organization is against this mechanism, at least for the moment, regarding the fact that countries ask for vaccination certificates to be able to travel, because “there are still too many unknowns about the efficacy of vaccines to reduce the transmission of the virus and their availability is limited.”

WHO has recalled that being vaccinated “should not exempt international travelers from other travel risk reduction measures.” Furthermore, it has advised countries to implement “coordinated and evidence-based” measures to travel safely and to share experiences and best practices learned with WHO.

United Nations is also not in favor of this type of document because of the discrimination it would entail.
