The future of Health Promotion Entities (EPS) in the government of the president Gustavo Petro finally it was defined: while it had been said that they would be abolished after the filing of the health reform, the executive itself said that it would not be. Moreover, recently the Administrator of the Resources of the General Social Security Health Regime (Adres), spoke on the issue and announced what role they will play, then, in this new legislative commitment.
Health reform: the Mediator calls for dialogue with the EPS
Carlos Camargo assured that it is necessary to promote the technical debate and to eliminate the ideological burdens of the debate
In dialogues with various media, the director of the Adres, Félix León Martínez, gave details of the role they will play in the Colombian medical service. However, he assured that the leaders of these entities will start working to “territorialize” these companies so that “they are not dispersed at the national level”, León said, quoted by NCR Radio.
In this sense, he assured that EPS Sura will mainly focus on the department of Antioquia, while EPS Sanitas will mainly provide its services in Bogotá. In fact, he warned that those who do not have an operational capacity to meet the needs of citizens will most likely disappear.
On the role of the New EPS, which according to the Government would welcome citizens who have debts and other problems to acquire health services, the director of Adres assured that this entity, in this new health model, will be “a bridge “. to achieve the objectives of the health reform and those of each entity.
“The new EPS is a large entity that has government capital, so it is believed that this should be the institution that facilitates the transition, which receives affiliates who do not want to receive anything from the EPS which are collapsing because no one can be left without protection”, he assured.
Within the framework of the money that both the EPS and the government will manage, León assured that, in accordance with what the Colombian Constitution says, many of them must be used “to develop public hospitals and improve the terms of service”. Along with this, he also said that patient referrals would be promoted through the tripartite administrative councils.
Health reform: for 58% of Colombians, the system must change
The large survey of the health system in Colombia by Invamer, contracted by ANDI, also shows that 63% of Colombians do not agree to eliminate the EPS
In his speech, the official even revealed that the health reform that will be presented the other week by the Minister of Health, Carolina Corcho, envisages the creation of seven regional funds which will count, according to León, with “three company representatives three representatives of the workers, a spokesperson from the Ministry of Finance, the Ministry of Health and a delegate from the district governors and mayors of the region,” he underlined.
Likewise, the president of Adres subscribed to one of the points of the reform, which is to guarantee health to all Colombians regardless of their economic condition. “It is clear to say that those who do not have nothing to pay and the distribution between the contributors who must pay and the subsidized who do not have to pay would be modified, The principle is that everyone pays if they have, And if they don’t have one, they will have a guaranteed health service,” León said.
Gustavo Petro’s warning not to end EPS: “Start your survival with primary care centers”
The president met the governors of different departments to explain to them the foundations of the health reform and discussed the new role of the EPS
Furthermore, he reiterated that once the Ministry of Health’s plan comes into effect, “people who are at the hospital’s doorstep will not be arrested” in case they are indebted to the EPS or to the health centers they come to for treatment.
For the moment, we know that the health reform that the government of Gustavo Petro will present on Monday February 13 will undergo its last modifications on the weekend of February 11 and 12, and are expected to consider several changes suggested by various sectors.
