After completing the main stage quest in search of the pastyou can talk to Scarlet in New Gridania (X9.9, Y11.4) to get the bad bladder quest, which will unlock the Ixali beast tribe in The North Shroud.
Getting enough reputation is easy if you come back every day to write their camp’s tribal journals. You will need to have unlocked a Main or Earth Discipline job to be able to participate in the quests.
