The elections to renew four of the administrators of the National Electoral Institute (INE) are getting closer and preparations for this process are almost complete. During Thursday, the last three members of the Technical Evaluation Committee (ETC).

This will take care of evaluate the candidates who register to succeed four of the directors of the Institute: three electors and a president. The publication of the call is scheduled for around February 23, while the plenary vote for March 30.

For this, after examining the profiles, the CTE will send the final list of candidates to the Political Coordination Council (Jucopo) for review and maintenance by legislators. Then, on March 26, they will integrate four lists with the best qualified names. Finally, on March 30, councilors will vote.

On the other hand, the Committee is made up of seven people: two will be proposed by the National Institute for Transparency, Access to Information and Personal Data Protection (Henna), two by the National Human Rights Commission (CNDH) and three appointed by the Jucopo of the Chamber of Deputies.

And despite the controversies in which the appointments have been circumscribed, it is the members of the Committee.

The first nominations came from the CNDH in December 2022, which initially appointed Ernesto Insunza Vera Already Maria del Socorro Puga Luevano. Both were controversial and heavily criticized choices, as they were reported to have sympathies for Morena and the government of 4T.

However, Puga Luévano caught the eye because on her CV it was noted that she was certified in “Laughter Yoga” and had truncated studies in communication sciences at the Autonomous University of Nuevo León. As a result, the CNDH had to propose a new candidate: Araceli Mondragon González.

Mondragón González graduated Political Science and Public Administration by the National Autonomous University of Mexico (UNAM) and has been developed mainly in the field of education since the late 1990s in various educational institutions.

It was not until 2001 that he entered the political field, when he was part of the Legislative Assembly of the Federal District in the Technical Secretariat of the Sports and Recreation Commission until 2003. He also published and participated in the journalistic and editorial field with subjects on politics.

The following were named by the INAI on December 20 last year and, although they did not cause controversy like the two previous ones, one of the characters caused some rejection. The people proposed were Sergio Lopez Ayllon there Maria Esther Azuela Gomez.

López Ayllón studied at the Bachelor of Social Sciences of the Mexican University Center and is doctor of law by the Faculty of Law of UNAM. He has held various positions at the Center for Economic Research and Education (CIDE) from 2004 to 2021.

He was professor-researcher in the Public Administration Division (2004-2007), Director of the Legal Studies Division (2007), Secretary General of CIDE (2007-2013) and Director General of CIDE (2013-2021). He resigned from the latter post in August 2021 arguing that he was the time of the renewal of the general management.

If Azuela Gómez is a political analyst who collaborates with The universal and works as a writer. She is a political scientist and teacher in politics and public administration. In his profile, he indicates that he worked in the public service and academia.

Regarding her career in the public sphere, she was in the electoral body as director of electoral training and civic education at the former Federal Electoral Institute (EFIpredecessor of the INE) from 1997 to 1999.

She was also an adviser to Electoral Adviser, Rubén Lara León, at the Electoral Institute of the Federal District (DF) from 1999 to 2000, where she also provided advice for projects of the Federal District Electoral Professional Service Commission and of the Human Administration Commission. .

He also passed through the Ministry of Communications and Transport (TBS) training staff and from 2003 to 2006 she was Director of Organizational Human Development at the Federal Institute for Access to Public Information (IFAI), the current INAI.

Unlike the previous ones, the INAI proposals were criticized for the sympathies that López Ayllon and Azuela Gómez they had with the movement in favor of the INE. Indeed, the two men took part in the November 13 march organized by civil organizations promoted by members of political parties and businessmen.

Jucopo’s nominations were last presented on Thursday, February 16. They weren’t free from controversy either, as these three were nominated and accepted by Morena. During the vote, the coalition Va por México abstained from voting while the Citizen Movement (CM) was positioned against.

Eventually, Andrés Norberto Garcia Repper is a constitutional lawyer and has been criticized for his alleged closeness and visible inclination with the head of the government of Mexico City, Claudia Sheinbaum.
