– Amend Legislative Decree 1192, Framework Law of Acquisition and expropriation of real estate, transfer of state-owned real estate, as well as the Law on the Promotion of Investments for Economic Growth and Sustainable Development and the General Law on the National System of State Property.
In tax questionpowers are delegated to:
– Amend the income tax law on presumed interest income; extend the exemptions provided for in article 19 of the law relating to the said tax (DS 179-2004-EF).
– Issue measures on exemptions, refunds and other tax aspects related to the U17 World Cup, which will take place in November.
– Amend the law on the general tax on sales and the selective tax to consider as exports the sale of metal manufactured by mining producers to national manufacturers of jewelery intended for export; and to be able to exempt from taxes the importation of goods for the execution of the electric train project for Lima and Callao.
Regard to the economic impetus necessary for economic recovery, The executive is authorized:
– Legislate to amend Legislative Decree 1435, referring to the Territorial Development Investment Fund; and Emergency Decree 021-2020, which establishes the model for executing public investments through special projects.
– Amend Law 30556, which approves the extraordinary provisions for government interventions in the face of natural disasters.
On another side, in terms of modernizing state managementthe delegation of powers includes:
– Updating of the framework law for the modernization of State management (law 27658).
– Powers are delegated to modify the law of general administrative procedure (law 27444), as well as the law to prevent and eradicate violence against womenmembers of the family group (law 30364) and the general law on cultural heritage (law 28296).
– Authorize the financing of measures aimed at promoting businesses of citizens in vulnerable situations and social organizations of people with disabilities, as well as volunteering initiatives aimed at vulnerable populations in areas of humanitarian crisis.
– Powers have also been delegated to establish the regulatory framework that regulates the integral management of chemical substances and to modify the regulations on the name and conformation of the administrative tribunals of the regulatory bodies for private investments in public services.
With respect to public procurement, amendment of the Public Procurement Act is authorized to regulate the scope and requirements of interstate procurement modality.
