The Comptroller General of the Republic indicated that he had detected budgetary findings for $9,228 million in the Bogotá mobility sector, after carrying out several audits with the District Department of Mobility, Urban Development Institute (IDU) and TransMilenio.

According to the tax authorities, the main discovery took place in the Mobility secretary For $5,106 million (55.3% of the total value of findings) due to the lack of management of the collection of 11,025 traffic offenses imposed between 2016 and 2021, which prescribed in the absence of effective management.

The control entity also found that 40% of the payment agreements were sent without a payment order, while 6% of the summons issued did not correspond to the violation found, and 8% of the documents did not belong to the offender. .

Although most of the tax findings were found at the Ministry of Mobility, the finding that caught the most attention of the tax administration was that of transmilenio since, although $1,787 million should be invested in security within the Bogotá public transport service, they were spent on vouchers and other goods delivered to the policemen from the city.

“It has to do with the misuse of transferred resources to increase the security of system users, but in reality they were used to pay for other goods and services such as the purchase of bonuses and anchetas for the policesomething which obviously did not correspond to the object of the agreement, nor did it bring any usefulness to TransMilenio”detailed the assistant controller, Carlos Orlando Acuña.

Regarding the conclusions of the Urban Development Institute (IDU)the controller indicated that there were three in total for more than $2.335 million. According to the manager, these were mainly linked to the consultant’s shortcomings in the quality of the studies and designs and goodwill in the extensions of the works contracts (still in execution) of the Avenue Guayacanes.

According to the tax authorities, they also detected that “rounding stamps” had been budgeted (parafiscal contributions for a specific destination) and that deductions had not been made in the payment orders during the execution of the Caracas main line extension contract in its first part”.
