According to reports, around 1 p.m. on February 16, a intense column of smoke appeared in the sky, arousing the astonishment of people passing through the streets of the center of the capital.

When officers Amado Gutiérrez Toledo and Ángel Francisco Flores Domínguez realized the flames were coming from a neighborhood at number 891 Padre Mier Street, they arrived at the location where they heard help from people inside of the building.
