There Constitutional Commission of the Congress I still can’t find a deal bring forward the general election and thus emerge from the serious political crisis suffered by the Peru. The task force, led by lawmaker Fujimori Hernando Guerra Garciasuspended today’s session without the draft decision being submitted to the vote of the parliamentarians of the various benches.
The proposal that has been studied is that the elections aimed at renewing the Executive there Legislative be done in December of this year and the change of command takes place in April 2024. Does not include representatives of Andean Parliament and does not include referendum consult the population if they wish the installation of a constituent Assembly write a new Magna Carta.
The commission rejected the proposals of the members of Congress Edgar Reymundo (Democratic Change), Hamlet Echeverría (Democratic Peru) and Silvana Robles (Free Peru) that the elections are in April and a question about the voter. Additionally, the initiatives of Nieves Limachi (Democratic Peru), Paul Gutiérrez (Teacher Block) and Susel Paredes (outside the group) who are betting on October as the month of new elections.
Likewise, the idea of Executive powerwho proposed October 2023, also had no support.
During the debate, several lawmakers showed their positions.
Ruth Luque (democratic change) He maintained that he agreed with the Constitution Commission’s proposal. “It is normal that the advance of the elections must be 2023. I do not agree with extending it to 2024 (the mandate), but if it generates a consensus, I will support this proposal”, has he noted.
As, Wilson Soto (Popular Action) had a contrary opinion. “Institutions need to be strengthened in our country. If the parliamentarians are not going to respect, I say that tomorrow or the day after tomorrow the elections are held to be good with the population”, he mentioned.
“We cannot pretend to go to early elections while the country is burning, there is no order,” Soto added. In this sense, he announced that the lampa party would not support the electoral advance. This position was also complemented by his bench colleague, Luis Aragonwho said the proposal lacked “legal, legal or technical consistency”.
Aragon also felt that before, electoral reforms should be considered. “Let’s make a breakthrough in the right direction, with good rules. Do not choose more of the same. Let open primary elections be instituted,” he suggested.
Arturo Alegría (Popular Force) He felt that “we are debating an issue on which the public expects Congress to agree. (…) FP was clear on its position. We voted for because we understand that the reality of the country needs new authorities”. He added that the fujimorism will support the advancement of the elections.
For its part, Eduardo Salhuana (Alliance for Progress) He stressed that new elections should be held within a prudent time frame. Therefore, he argued that this process should take place in April 2024 and with a set of minimal reforms.
Finally, Alejandro Muñante (popular revival) He questioned the fact that the forecasts had not taken into account the suggestions of institutions such as Reniec. “I supported, even going against my bench, elections until 2024. But along the way I realized that what was at stake was looting,” he said.
It should be recalled that the debate on the advancement of the elections is rediscussed after the rejection of the reconsideration of the parliamentarian Jorge Montoyawho wanted this question to no longer be addressed in the national representation despite the strong rejection by citizens that they have, according to the latest polls by Ipsos and the Institute of Peruvian Studies, which would reach 90% nationally.
