After a lot of noise around the contractor, Union Temporal Core Tributariocontractor in charge of BogDatadistrict platform through which taxes are paid in the capital district, the District Treasury Secretariat reported on March 3, 2023 that it has already convened the Sanctions Administrative Process Hearing, which seeks to determine the alleged breach of contract 170351-0-2017 and enforce the monetary penalty clause, ensuring due process.

It should be mentioned that since the creation of BogData in 2017it’s had all sorts of failures, it’s gone down and it’s not been reliable or efficient, which has become a fear for taxpayers who, so far in 2022, have been forced to line up to pay their tax obligations. .

The Treasury portfolio specifies that this contract ended on September 30, 2022, “and since October 2022, with the audit follow-up, the Authorization processwhere the contracted services and products have been reviewed to have a balance between what has been delivered, what is pending and the quality of the deliverables”, specified the entity.

Likewise, he indicated that, sheltered under the Law 80 of 1993the secretariat has always respected the contractual due process around the termination of the contract of BogData“and is within the terms to exercise the most expedient legal actions for the interests of the District.”

Finally, the collection portfolio gave peace of mind regarding the collection, administration and maintenance of the economic heritage of the cityas well as in the face of the continuous provision of its services for the benefit of all citizens, which this Secretariat has sought at every stage of the process, safeguarding the general interest of the District.

At the time, on February 7, the councilor of the Green Alliance Maria Fernanda Rojas asked the Secretary of the Treasury, Juan Mauricio Ramirezwhich imposed a financial penalty on the contractor Unión Temporal Core Tributario, in charge of BogData, although at the time the Treasury did not issue any response.

“We are talking about a huge contract, over $60,000 million, which required additional allocations for the contracted services to be performed. It has no introduction. I followed the problem. I asked for audit reports and I know that he suggested to apply a pecuniary penalty which is established in the contract, for 20% of its value. I have asked the Secretary of the Treasury to stand firm with this contractor and enforce any penalties that may apply. This or the other, but someone who raised so much money through a contract, failed to fulfill their obligations and caused damage to the public and to the Secretary of the Treasury, must receive some kind of punishment”, he told him three weeks ago to GlobeLiveMedia the adviser of the Green Alliance, María Fernanda Rojas.

The lobbyist had also drawn attention to the printing of physical invoices, which are already being delivered in Bogotá.

Indeed, during the third week of February, the District Treasury Secretariat began distributing 2,642,730 invoices for the property tax of Bogotá, corresponding to the validity of 2023.

“In Bogotá there are 2,707,231 properties that must pay property tax and 2,642,730 invoices have been generated; the remaining 64,501 correspond to properties that have already filed a return or paid, exempt properties and those with incomplete information in Treasury databases,” the Secretary of the Treasury said, Juan Mauricio Ramirez.

Door-to-door delivery has started in the cities of Usaquén, Puente Aranda, Suba, Kennedy, Fontibón and La Candelariaand it is estimated that the process will end at the end of March, which is almost two months before the expiration with the 10% discount, which is May 12, 2023.
