Starting in February, the new fee increase formula for prepaid drug companies began rolling out for the first time, which contemplates differential increases based on the income level of affiliates. For all users, the percentage increase in fees is equal to the health cost index, which takes into account the evolution of drugs, supplies and salaries in the sector.

However, affiliates with net income below six minimum wages – $406,458 in February – can sign up for a registry and request that a lower percentage dues increase be applied to them. For these users, the adjustment formula is different and is equivalent to 90% of the evolution of wages (which is measured by the Ripte index).

Until now, the differentiated formulas applied gave higher increases for users with higher incomes and lower increases for those who had subscribed to a lower increase, as expected. For example, the increase in February was 8.21% for all users with the highest incomes and 4.91% for those registered. In March, 7.66% will be applied to all users and 5.04% to registered users.

However, according to official data from the Superintendency of Health Services, in April there will be an opposite situation: the health cost index -which applies to all users- was 2.36% while the Ripte -which applies to those who requested the benefit – reached 5.41 percent.

In this case, in accordance with the provisions of the regulations, the increase calculated by the health cost index (2.36%) will be applied to all users, since the formula calculated by the evolution of salaries works as a ceiling increase and in this case the increase was lesser and less.

Now the Superintendency of Health Services must define what will happen in the face of this new situation and above all what users who have registered must do to have a lower increase, which they have already registered during the months of February and March. Industry sources clarified that the difference this month occurred because parity-determined raises for healthcare workers have already been granted. Salary increases are one of the main components of the index, which also considers the evolution of drugs, medical supplies and general expense items that are significant for the sector.

It is estimated that in Argentina, private medical companies have some 6 million members, 4.5 million of whom derive their dues from trade union social work. So far, according to company data, almost 350,000 users have filled in the form authorized by the Superintendency to request a reduction in increases based on income. The number is low and it is estimated that only 6% of users would be able to apply for it, according to an industry source.
