After its vote and approval at the Trade union congressthe package of electoral reforms, called “Plan B”, is about to be published in the Official Gazette of the Federation (DDL) for its coming into force; however, this did not happen because the President of the Chamber of Deputies, Santiago Creil, He did not sign it, accused Ricardo Monreal.
Monreal exploded over U.S. congressmen’s opinion on electoral reform
Plan B was approved in the Senate. It is expected to be challenged by the opposition in the Supreme Court of Justice of the Nation
“We respectfully ask the president of the Chamber of Deputies to sign, as well as his secretary, because until yesterday the bill had not yet been sent for publication,” said the president of the Political Coordination Council of the Senate (Jucopo).
“We have sent the entire plan B dossier since Wednesday, but remember that – according to the constitution and the law – it must be sent to the executive for release and must be signed by the two presidents of the chambers, that of the deputies and that of the senators ”, also specified the coordinator of Morena in the Senate with the media this Tuesday, February 28.
“In the case of the Senate, since Wednesday it has been sent to the Chamber of Deputies to obtain the signature of him (Santiago Creel) and the secretary, and send it to the executive for publication. He hasn’t signed us yet and he hasn’t been sent yet this document, which is why it has not been published”.

Thus, Monreal stressed that the delay in the promulgation is not the business of the President of the Republic, Andrés Manuel López Obrador, but a delay on the part of the head of the board of directors of San Lázaro. This information was ignored by the parliamentary services, he said.
However, the morenista was denied by the senator Gustavo Madero Munoz —who was formerly president of the legislative body—, since he indicated that Creel Miranda had already signed and would not have to do so again.
“Santiago Creel signed when he sent the minute to the Senate. Senator (Alejandro) Armenta signs the last section to be sent for publication. You are not required to collect signatures for something that is already signed,” said said the coordinator of the plural group.

This is why Madero Muñoz accused the head of Jucopo of justifying the President of the Republic. “The signatures are correct and Senator Monreal excuses the executive cover this procrastination with a cloak of impunity not to publish plan B today,” said the PAN member.
However, according to the morenista, it is a constitutional procedure that, once approved by the Chamber of Senators, was sent to the deputies (where he accused, the project was held up for six days) so that the President and a secretary offer their signature.
Consequently, Monreal informed that with this delay the revisions that the Supreme Court of Justice of the Nation (SCJN) to be done because of the challenges will also take longer to arrive, since the appeals of unconstitutionality can only be filed once the project has been decreed, because “on what are you going to speed up your analysis if you have not received any recourse, since it has not been promulgated”.
For his part, Madero questioned why the bill did not enter into force. “With each passing day, one suspects why they are taking so long, why are they delaying,” he said at a press conference. The reasons given by the former chairman of the Senate administration council were that what is probably being attempted is to delay the work of the Supreme Court.
It should be noted that, by law, the SCJN has until June 2 to tear down the reform package; if this is not achieved, Plan B will operate the next federal election.
