Congress has gone through a virtual paralysis in recent months following the decision of the Together for change to remain firm in its position of not giving a quorum while Kirchnerism keeps the impeachment process open against the members of the Supreme Court of Justice of the Nation. In this context, the ruling party will appeal to the minority and intermediate blocs to open the debate in the Chamber of Deputies today, the last day of the extraordinary session. The special session dedicated to the retirement debt payment plan and digitization of medical records has been called for this Tuesday 28 at 10:30 a.m.

The processing of the new moratorium had failed on December 21 when the JxC interblock and other opposition spaces refused to give a quorum. To achieve a quorum, Kirchnerism relies on the support of the four left-wing deputies, four from the Interbloc of the United Provinces and at least eight members of the federal Interbloc. A few hours after the opening of the Chamber of Deputies, ANSES published a press release highlighting the impact that the approval of the moratorium law on pensions would have.

“At the national level, 800,000 Argentines could access their retirement this year thanks to the promulgation of this law”, estimate. Meanwhile, at the provincial level, beneficiaries would be 268,000 in Buenos Aires; 91,000 in the Autonomous City of Buenos Aires; 54,000 in Cordoba; 48,000 in Santa Fe; 29,000 in Mendoza; 23,000 in Tucuman; 22 thousand in Misiones; 22,000 in the Chaco; 21,000 in Salta; 21 thousand to Corrientes; 17 thousand to Entre Ríos and 17 thousand to Formosa. To this are added 15,000 in Santiago del Estero; 10,000 in Jujuy; 10,000 in San Juan; 10 miles to Chubut; 10 thousand to Neuquén; 10,000 in Rio Negro; 9,000 in Santa Cruz; 8 thousand to San Luis; 4 thousand to La Pampa; 4 thousand in La Rioja; 4 thousand to Catamarca and 2 thousand to Tierra del Fuego.

“What this law allows, in business, to reimburse the years due until 2012 and, if you are already of retirement age, to reimburse the years due until 2008”explained Fernanda Raverta.

The Lower House will try in Tuesday’s special session to approve the bill which aims to establish the obligation for patients to have free access to their medical records through a digitized system throughout the country.

The project won a favorable opinion from the Social Action and Public Health Commission last October with the consensus of the ruling party and the opposition, but its processing was cut short in December amid the dispute between the FdT and the JxC over the progress of the Government on the judiciary. If today the initiative does not become law, it will lose its parliamentary status.

The proposal creates the single federal medical records computerization and digitization program, through which all patient information will be documented in a single system.

In the Single System for the Registration of Electronic Clinical Records, a register is kept of all the medical and health interventions of health professionals and auxiliaries, which are provided on the national territory, either in public establishments of the health system of national, provincial or municipal jurisdiction, and of the Autonomous City of Buenos Aires, as well as in private and social security establishments. It is also established that it must contain the clinical data of the person or patient, clearly and easily understandable, from birth to death.

“The information provided cannot be altered, without the relevant modification being recorded, even in the event that it seeks to correct an error in accordance with the provisions of Law 25.326 on the Protection of Personal Data and its amendments”says the project.

Another point of this proposal is that the single electronic clinical record registration system guarantees patients and health professionals access to a database of clinical information relevant to the health care of each patient from n anywhere on the national territory, assuring him that the consultation of his data be limited to whoever is authorized.
