After 17 years of drama in the mine Concho PastaCoahuila, which left a death toll of 65, the Ministry of Labor and Social Welfare (STPS) of the Government of Mexico presented the progress of the Comprehensive Reparations and Justice Plan, where he clarified that the 99% of the remuneration.

After President Andrés Manuel López Obrador assured that the bodies of trapped miners would be saved during the morning conference on February 23, the agency in charge of Luisa Mayor revealed, at the request of the president, the progress of the project.

Through a document, the STPS explained that the Ministry of Interior, through the Undersecretary for Human Rights, Population and Migration, has already completed the payment of the 243 of 245 debts corresponding to the 65 families concerned.

The two outstanding debts are treated as “special cases”. The first consists of custody and custody pending resolution, while the other goes through “release proceedings for a matter with American justice”.

However, since the incident – and since AMLO he came to the presidency with the promise to save the bodies of the deceased miners – no progress has been made in the rescue, since the 63 bodies are still there (since two managed to be removed years ago).

A few days ago, the STPS revealed that the second stage of work to carry out the rescue would begin in March this year, but López Obrador said that “there is still time”.

“The company in charge of rescuing the miners of Pasta de Conchos is progressing well and we will request a report from the Ministry of Labor. What I know is that they are working very well and we are going to comply with them, the bodies are going to be rescued,” the president reported. However, he described the work as “a very intense action, but at the same time very human”.

“All the previous governments had failed to remove the bodies of the miners, what we did was that all the compensation was paid”

In the meantime, he said he had been meeting with the families of the victims for two years, to whom he suggested that the federal government acquire the land of the mine to build a memorial there and that compensation be paid; this, in order not to put more workers in danger. However, he said between 10 and 15 families disagreed.

Therefore, the decision was made to proceed with the rescue. “In addition to removing the bodies, according to a study by geologists, there were three elements. First, time. It will take us three, four years, that’s why we started quickly. Second, the risks. Risks for what we will find down there and also the fact that the bodies cannot be found, that was the government’s argument at the time,” he said.

Finally, the third point is the investment. “I do not know if 2 thousand or 3 billion pesos“, revealed the president.

On the other hand, under the plan, housing will be delivered to families. The Ministry of Labor has indicated that the 65 family nuclei have signed the agreement, so construction will begin in 2021. Also, the Ministry of Agrarian, Territorial and Urban Development (Sedatu) has launched improvement actions in the municipalities of Muzquiz and San Juan de Sabinas, while construction of the memorial increases to 74 percent.

Finally, it is the Federal Electricity Commission (CFE) the person in charge of the rescue actions; Said dependency announced that it had recently terminated early the contracts with the companies in charge of the advance due to delays in the process.

“The CFE estimates that the start of the second stage of the rescue activities will be at the end of March 2023, to meet the objective of reaching the points where the miners were according to the newspapers, in the first quarter 2024″, reads the report.
