The Chamber of Deputies has published the list of candidates to fill the four vacancies in the Technical Council of the National Electoral Institute (INE).

Of the 1,128 people who finalized their registration, the Technical Evaluation Commission (CTE) presented only 664 who had validated the first stage: 204 women and 460 men.

Among the names that stand out is the adviser to the current INE adviser, Carla Humphrey, who a few days ago expressed her “valid aspiration” to compete to be the first woman to preside over the electoral body.

However, his request sparked legal controversy. And it is that the Constitution indicates that the positions of directors are for a term of nine years, inalienable, and without the possibility of re-election. Humphrey was elected as a councilor in July 2020, so her term is expected to end in 2029.

In this regard, the deputies assured that in recent days the Electoral Tribunal of the Federal Judiciary (TEPJF) received the counselor and her husband, Santiago Nieto, former head of the Financial Intelligence Unit (CRF) and current prosecutor of the State of Hidalgo, to address the issue.

Another woman who stands out is the magistrate of the Specialized Chamber of the Electoral Tribunal of the Federal Judiciary (TEPJF), Gabriela Villafuerte, who has 33 years of experience.

However, there are also names very close to Morena and the so-called “Fourth Transformation” (4T). This is important because President Andrés Manuel López Obrador fired current INE advisers as part of the “opposition” and “conservatism,” at the same time analysts point out that with the approval of Plan B of electoral reform, with the election of new members of the Technical Council, intends to have control of the organizer of the next elections.

One of them is Bertha María Alcalde Luján, sister of the Secretary of Labor and Social Welfare (STPS), Luisa María Alcalde Luján, and daughter of the former leader of Morena, Bertha Luján.

She holds a law degree from UNAM and a master’s degree from New York University, where she focused her studies on criminal law and comparative law.

From December 2018 to November 2020, she worked at the Federal Secretariat for Citizen Security and Protection (SSPC), first as General Counsel and then as Office Manager. He is currently a lawyer for the Federal Commission for Protection against Health Risks (Cofepris).

There is also Netzaí Sandoval Ballesteros, brother of Irma Eréndira Sandoval, former secretary for public administration. He holds a degree and a master’s degree in law from UNAM; He holds a second master’s degree in law from the Complutense University of Madrid.

Others close to 4T are: Jaime Castañera, Morena’s adviser to the INE General Council; Federico Huchim, former director of the civil service with Irma Eréndira Sandoval; and Karla Beatriz Ornela, appointed by the governor of Sonora, Alfonso Durazo, as lead auditor in that state.

Now, the technical judging committee will have by March 3 to review the submitted documentation, conduct an evaluation review and interviews, with the goal of having four shortlists of five finalists each.
