The plenary of National Jury of Elections (JNE) deemed it necessary to make a legislative amendment to incorporate an economic compensation equivalent to 3% of the Tax unit (ITU) for all board members, according to a statement released on Tuesday.

The initiative, prepared by the National Office of Electoral Processes (ONPE), proposes to modify article 55 of the Organic Law of Elections and to authorize monetary compensation for 148 soles. The bill has already been submitted to Congress for analysis and debate.

According to the statement, the ONPE would be in charge of the payment and distribution of the incentive, as well as the regulation of the different payment methods aimed at facilitating its collection.

“The members of the polling station constitute an essential axis during the election day, since they are autonomous in their decisions during the installation of the polling station, the vote and the counting”, mentions the letter.

He pointed out that, on election day, they work continuously for 16 hours, from their arrival at the polling stations and the installation of the polling station to the control of the ballot papers and the filling of the electoral files.

“The granting of an economic incentive would ensure that the fulfillment of said responsibility is ensured, positively influencing the exercise of their functions and this, in turn, in a better development of the day of the elections”, detailed the organization .

He also indicated that the payment is necessary to offset the expenses of those who have to travel from remote areas, as happens in Argentina, Bolivia, Chile, Colombia, Ecuador, El Salvador and Spain.

The proposal also aims to avoid absenteeism by members of the polling station, a scenario which can lead the 200 or 300 skilled voters assigned to a polling station not to exercise their right to vote, if this polling station is not installed only at 12:00 a.m. on polling day.

During the presentation of the reasons for the project, the spokespersons highlighted the progress made in the general elections of 2021 and the regional and municipal elections of 2022, when an incentive equivalent to 2.5% of the ITU was delivered in the face of the coronavirus health emergency. .
