Information Center for Peace Signatories reactivated.

He Ministry of National Defense of Colombia announced that the information center set up for peace signatories it will be operational again to take energetic measures and thus prevent the assassination of those who have decided to take advantage of the Peace Agreement.

The information center which will be reactivated is frequented by the authorities of the Colombian National Police and also of Armed forces after several months of inactivity. From now on, it will be headed by Iván Velásquez, Minister of Defense, with members of the Public Force.

The information was delivered by the director of human rights of the Ministry of Defense, Diana Sánchez, who added that it is expected that the Attorney General of the Nation also participate in the information center.

Sánchez referred to the reactivation of information centers saying that:

“This is done precisely to see what we are doing, how much better we harmonize the work of the defense sector in the peace agreement or in our document; look at what is requested or necessary, in which territories it will be reactivated, make recommendations”.

According to the latest figures provided by the non-governmental organization Indepaz, 44 signatories have been assassinated in recent months. However, since the signing of Peace agreementIndepaz assured that the figure had already reached 349.

Although the signing of the Peace Agreement by the Colombian State and the extinction FARC guerrillas He pointed to the cessation of violence, in fact over the past few years the killings and attacks on the signatories have not ceased.

This is why the political party commmoncomposed of former members of the armed group, decided to urge the national government to take immediate measures that would allow them to access greater guarantees of security and integrity for the signatories.

One of the events that triggered this decision concerned the attacks that had taken place in Havana, Cuba, against the signatories. The attacks were allegedly carried out against some ex-guerrillas who were working on the implementation of the Agreement from there and who are appearing at the Special Peace Jurisdiction (SPJ).

The party mentioned that: “It is time to act, enough messages of solidarity or promises which do not present practical solutions to this situation which is obviously systematic and seeks to weaken the commitment of those who remain firm in the peace”.

For his part, Pastor Lisandro Alape Lascarro, delegate of the Parti Comunes at the National Reintegration CouncilHe also asked for guarantees from the national government and the authorities so that the signatories of the peace can carry out their activities calmly and that their lives will not be taken from them.

“We have asked the national government to encourage all the roads that have been established in the peace agreement for security guarantees,” Alape said.

During the first days of February 2023, Indepaz, Institute for Development and Peacebrought to the attention of the population the assassination of César Augusto Ruiz, a signatory of peace who had begun his process of reincorporation in the department of Valle del Cauca and who was shot dead.

The events unfolded in the neighborhood of Los Mangos, where a group of hitmen traveling on motorcycles identified Caesar and, a second later, shot him.

On the other hand, according to the statement published by Indepaz, “…it is essential to highlight that the source groups of the threat, in particular organized crime, have their headquarters or their business centers in Cali. Criminal franchises that arrive from the Pacific platform and the south of the country, transferring to Cali the dynamics of conflict and criminality present in these territories”.

The complaint also asserted that there are several groups that already have a presence in the area, among them: groups from the ELNColumna Móvil Jaime Martínez, ‘Los Shotas’, ‘Los Espartanos’, Compañía Adán Izquierdo, among other local groups.
