He noted that the ordinary mechanisms which would be used in a non-emergency case, but the rules do not apply. extraordinary mechanisms for which the emergency is declared.
“For this, a law was made, approved in 2012, precisely after the disaster of the floods between 2010 and 2012, which were tenacious. If this law is not applied, I do not think that there will be any speed in the resolution of the problems of the victims. The law must be enforced. That’s what it was made for. We do not circumvent the law or break the law. On the contrary, the president asks that the law be applied,” he said.
He pointed out that he has been repeating this for months and believes that if the National Risk Management and Disaster Assistance Unit (Ungrd ) fails to ensure that all the civil servants, those of the base who are in the territory, do not learn the law in their heads, they do not work on it daily, they study it, they repeat it, nothing will happen in favor of the victims.
This is why, during the intervention, he asked the Minister of Transport, Guillaume Reyesto check if the law approved in 2012 has not been published today.
“They haven’t published it. We have 11 years of law. There are reasons for that and one day we will write them down and analyze them around why an 11 year old law made for emergencies and to quickly resolve problems has not been applied since its promulgation. There are interests that prevent it, inside and outside the government”, affirmed with annoyance the Colombian president.
He indicated that he would personally deal with this matter, because “I was really bored”. He stressed that he is sorry to go from place to place with very sacrificed, flooded and homeless people.
He said that should be moved to people and they must live better than before, which is an open question and that is why victory cannot yet be claimed after the provisional alternative route between Cauca and Nariño is put into operation.
He stated that the Agrarian bank it must prioritize urgency and that there are options to cancel debts and generate grants, but that is not a priority.
In the same way, he made a self-criticism of his government.
“In a government where we talk about human Colombia or a progressive government, human beings come first and that has not been the example here,” he said.
