District University professor dropped from $4 million to $36 million per month: Institution has not ruled on possible irregularities

A new case of possible corruption within the District University. According to information released over the weekend, a renowned professor went from a salary of 4 million to a salary of 36 million per month.

The remuneration that García would receive would be justified in several publications that he made in the magazine that he directed himself, according to the Colombian media, it would be around 50 articles and editorials that scandalously increased the amount of money that he received, Well , with these items, the salary points would have increased.

It is important to mention that the state has determined that the remuneration of each university professor depends on the points they accumulate, which are determined by the titles that the professor has, the category in the educational scale, the qualified experience and academic productivity. .

In the case of César García, he entered the District University in 2010 with approximately 431.56 salary points, which earned him a salary of 4,019,118 pesos. But with the publications made in the magazine Tecnura He currently has almost twice as many points as when he started, which means that over time and the advantages he accumulates, in a decade he has multiplied his salary by 9 times.

The problem in this case is that apparently the people who reported the matter assure that despite the existence of the articles they do not see an exercise in knowledge creation, it is even believed that he paraphrased diploma works from the same university, i.e., although he cites the authors, the professor only cites himself as the author of the article, which suggests that he is the source of all the creative process.

And in other cases, it is surprising that if there are co-authors, they are people very close to him, like his wife, Martha Lucía Vaca (psychologist); his daughter, María Camila García Vaca (chemist); and his brother, Juan Carlos García Ubaque, doctor and professor at the National University.

Faced with the case, the magazine Semana spoke with the defendant, who assured on the subject: “There was no restriction for me, as a director, to publish articles in the magazine Tecnura. It was ten continuous years, but my salary does not depend solely on it, because there is another academic production that I managed to obtain throughout my 12 years at the University of the District”.

In 2021, a serious act of corruption was reported within the university which put the authorities on alert, since Wilman Munozwho was director of the Institute of Extension and Education for Labor (Idexud), of the University of the District Francisco José de Caldas, between 2012 and 2019, was accused of mismanagement of money, he has even been charged with conspiracy to commit crimes for the embezzlement of 12 billion.
