“It’s not that it has been militarized, but that the rule of law is being restored. Over the days, we will unlock the tracks. We are not militarizing in any way,” he insisted.

After the Aymara communities announced “a civil war” if the military continues to arrive in the region, pickets are still maintained on various roads in protest against the executive and the Congress.

“The whole mechanism of force must have three principles: proportionality, necessity and legality. Peru is one of the countries that has well standardized the employment and use of force. These are international standards and pre-established norms,” he stressed.
