Congress Approves Monthly Economic Allowance for Quartered Military Service Personnel

Unanimously, the Plenary of the Congress of the Republic approved Friday evening the opinion which fixes the monthly economic allowance of the staff of the Quartered military service.

The standard establishes, in its sole article, a Minimum Vital Remuneration (RMV)which today is S/1025, as a monthly economic allowance for the soldier, cabin boy or airman performing cantoned military service; in accordance with article 54, number 4 of law 29248, Military Service Act.

The vote was 102 votes for, zero against and zero abstentions. Moreover, the exemption from the second round was approved with one hundred votes for, zero against and one abstention.

For the other ranks of troop personnel, who provide military service in barracks, the monthly economic allowance will be fixed according to the RMV. This will be approved by the Department of Defense in November of each year and takes effect from January of the following year.

During the debate, Congressman Diego Bazan Calderon, de Avanza País, president of the National Defense Commission, said the proposal will allow personnel who perform military service to have a monthly allowance that will ensure “material and spiritual” well-being for him and his family.

Meanwhile, the President of Congress, Jose Williams Zapata, supported his proposal by emphasizing that his initiative will benefit citizens who will voluntarily military service.

“Since the issuance of the Military Service Law in 2008, to date, no law has been approved that determines the amount of a monthly economic allowance for personnel performing military service,” he said. declared.

For his part, the parliamentarian Robert Chiabra, of the APP, indicated that for 11 years, military service has not been increased and that it will only be granted when they do their military service. In turn, the legislator Esdras Medina Minaya, of Somos Perú, said that those who serve voluntarily are low income and with this project they will be able to help their families.

On the other hand, the Congress also approved the opinion in insistence that modifies article 2 of Supreme Decree 061-2016-PCM, with the aim of assigning the Secretary of National Security and Defense (Sedena) to the Presidency of the Council of Ministers (PCM), instead of the Ministry of Defence.

The proposal was approved by 84 votes for, 3 against and 4 abstentions. As it was an insistence, it was not necessary to approve it in a second vote.

The author of the initiative, the President of the Congress, Jose Williams Zapata, He argued that the Sedena was created to coordinate and perform functions with non-military institutions, such as regional and local governments, which is why his secondment to the Ministry of Defense was a mistake, as it misrepresented his duties.
