The head of government of the city of Buenos Aires, Horacio Rodríguez Larreta, announced on Tuesday new pocket relief measures related to the Technical verification of the vehicle (VTV) and affirmed that “the State must give back to the citizen what he has most precious, his time, because taking less time to do a procedure is more free time to do what he wants”.

The bill with the amendments will be sent to the Legislative Assembly this week. As Larreta detailed, it was prepared as a joint effort of the Ministry of Transport and Public Works, led by Manuela López Menéndez; the legislature presided over by Emanuel Ferrario and legislators from the interbloc Juntos por el Cambio such as Roberto García Moritán, Facundo del Gaiso and Diego García Vilas.

As the head of the government of Buenos Aires explained, in the first place VTV exemption for new cars will be extended for a year, from three to four years. “Those who buy a 0 km in 2023 will not have the first check until 2027,” he explained.

Moreover, he described that the validity of the VTV will be extended from one to two years. “Cars that are eight years old or reach 60,000 kilometers will have to do the VTV every year,” Larreta added.

“This is one more example of the facilitating State at the service of people that we are continuing to build in the City and that we want to bring to the whole country. Often when we say something is a process, we mean it’s quick, easy, simple. But in Argentina, it’s the opposite. For this reason, we always do our best to make the procedures simple. We have digitized more than 300 which can already be done online or via WhatsApp. And in the case of proceedings that have to or must be in person, we are looking for a way to make them as simple as possible, like now with VTV,” Larreta said during an act with Public Affairs Secretary Waldo Wolff; and the Chief of Staff to the Secretary of Transport and Public Works, Eugenie Wehbe.

In this sense, he pointed out: “Less time doing paperwork means a better quality of life for people and also more productivity for our economy, because companies are dedicated to their own business, rather than to bureaucracy. Changing our relationship to the state is part of the change that Argentina needs. I will work every day for this.”

The head of government explained that “VTV is the key to road safety, because it helps ensure that the cars and motorcycles that circulate on the streets are in good condition, avoiding accidents”, although he acknowledged that “doing it every year is a burden”. For this reason, he pointed to the extension of the validity of the checks: “It will relieve the pocket of thousands of people who will save the expense of the VTV. And that they will also save time”.

“With the announced changes, a new car in its first eight years will go from six VTVs to just three,” Larreta recalled. Currently, a new car has its first check at the age of three and continues to do so every year until the age of eight. When this new law is approved and regulated, he will make his first VTV at the age of four, another at six and the third at eight.

“At today’s values, instead of spending $42,000 on six audits, they’re going to spend $21,000 over eight years,” Larreta added.

In this context, the Head of Government explained that in the case of pensioners and disabled people who meet the conditions of income and the characteristics of the vehicle, VTV will be free.

The bill has been prepared based on the information collected since VTV started to be realized in the city. This data shows that only 14.7% of cars between four and seven years old do not pass the check satisfactorily. From the eighth year, the percentage of rejected vehicles doubles to reach 30.6%. Due to the wear of the parts, it is recommended to perform it more frequently.

This pocket relief measure is in addition to the elimination of the tax on credit cards, a commitment that Larreta had assumed after the unilateral withdrawal of funds from the joint venture that the City suffered at the hands of the national government.

Better fluidity in the streets: Traffic delays are reduced because vehicles are in better condition, so they stop less.

Detecting a mechanical defect in time, as can happen during VTV, reduces the cost of its repair.
