In an operation carried out by CTI agents from the Office of the Attorney General of the Nation and the Gaula Army, on Monday, February 13, 2023, Ana Catalina Noguera, former specialized director of the confiscation of assets of the judiciary and former official of the section against criminal financing.

According to the entity, the development of said operation is envisaged within the framework of a series of investigations for alleged acts of corruption committed by the former official.

The prosecutor’s office also clarified that physical evidence revealed that former SIU officials were responsible for contacting people who had unfinished processes in this entity, “they identified them and extorted large sums of money so that not be extradited to the United States.” . He also added that patrolman Anderson Jesús Alva Contreras, John Freddy Redondo Bautista and Carlos Ramón Zapata have already accepted charges for these conducts.

Ana Catalina Noguera was one of the trusted officials of the former Attorney General of the Nation, Néstor Humberto Martínez, and her departure from the entity had several precedents: the first, known on November 10, 2021, involved her cousins ​​​​​​Rafael Enrique Noguera Abello and Enrique Rafael Noguera Ramírez, extradited to the United States for the crime of drug trafficking.

A day later, Ana Noguera was removed from her position as delegate for Criminal Finance, and some time later she left the prosecutor’s office for good. In April 2022, her name comes back following several recordings of private meetings between her, her father, Rodrigo Noguera — then rector of the Sergio Arboleda University— and prosecutor Angélica Monsalve, who denounced pressure not to charge various members of the Rios Velilla Familyone of the most powerful in Bogotá.

At the time, the company TransMilenio requested an investigation against the two brothers because they allegedly hid being the contracting parties due to a possible disability because they were the uncles of the councilor of Bogotá at the time, Felipe Ríos Londoño, of the Cambio Radical party. On the other hand, the Recaudo Bogotá company had won the tender, but was presented as a Chilean company.

At the time, Javier and Carlos Ríos indicated in a dialogue with On the Radio that “we do not participate in the company as a shareholder. When they decided to apply for the call for tenders, they asked us to accompany us”. Moreover, they denied belonging to the Recaudo Bogotá SAS consortium, a group made up of Citymovil of Chile and LG from Korea.

But one of the most important pieces of evidence available to the attorney general’s office was a contract from the International Finance Corporation —IFC—, an entity in charge of the World Bank, which was signed between the IFC and Recaudo Bogotá in February 2013, the year in which it was already the concession with TransMilenio is in force.
