It was in the early morning of Wednesday, December 7 at the Chamber of Deputies THE Electoral Plan B that President Andrés Manuel López Obrador (AMLO) commissioned, after observing that he would not have the necessary votes to approve a reform at the level of the Political Constitution of the United Mexican States (CPEUM).
It should be recalled that among the changes that were proposed were the elimination of trust funds from the electoral authority, as well as the abolition of the administrative branch of the National Electoral Professional Service, in addition to take a step towards the dismissal of the executive secretary Edmundo Jacobo Molina.
After many discussions, both in San Lázaro and in the Senate of the Republic, on the morning of this Thursday, March 2, it was promulgated in the Official Gazette of the Federation (DOF), with which the dismissal of the official who had been for more 10 years in the same position.
And it is that one of the most controversial points has been the reforms of the Executive Secretariat, since according to the document that was approved in its seventeenth transitional article of the opinion, the person occupying the post He will cease his functions as of the publication of the reforms of the secondary lawsfor which Jacobo Molina left his post he had held since 2008.
“In view of the modification of the attributions of (the) Executive Secretariat with the entry into force of this decree, the person occupying the said position will cease to exercise his functions as of its publication”
Likewise, the opinion established that once removed from office, the General Council will appoint a person in charge of the office from among the executive directors, so that at the ordinary session in May next year a new head of the Executive Secretariat will be appointed.
The official who left INE after 14 years in the institution is from Hermosillo, Sonora. He graduated in Philosophy at the University of Guanajuato; later he worked as a full-time professor at the Universities of Guanajuato, the Autonomous University of Baja California, as well as the Autonomous Metropolitan University. In addition to the above, he has been a Visiting Researcher and Director of Training at the Mexican Petroleum Institute.
Likewise, at the UAM, unit of Azcapotzalco, he held various positions as Head of the Area of Research and State Economic Policy; coordinator of the general stream of the Division of Social and Human Sciences; head of the economics department; finally, as Academic Unit Chancellor.
However, his irruption on the political scene occurred when in 2008 he became the head of the Executive Secretariat of the Federal Electoral Institute (IFE); he was re-elected to the position in 2020 with the support of the majority of directors, with the exception of Pamela San Martín, José Roberto Ruiz Saldaña and Adriana Favela.
One of the main promoters for him to continue in the current INE was the president adviser Lorenzo Córdova, who argued that appointing the same person for the position would be a transcendental decision to avoid speculation and contribute to institutional functioning.
However, he has not been oblivious to the scandals due to his supposed closeness to Córdova Vianello, one of the most transcendent being the conversation between the two which was leaked in 2015 where the President’s adviser mocked the natives “in a racist tone” who requested the creation of the sixth constituency so that they could apply for similar profiles in the elections in the region.
“There was one, no mam*s, I’m not going to lie to you. I’ll tell you how that bastard spoke: (imitating the voice of the citizen) ‘I chief, great Chichimeca nation, I come from Guanajuato. I say here or deputies, for us, I do not allow your elections, ”they both expressed between two laughs.
Although at the beginning it was not known who the interlocutor of the doctor of political sciences was, it was the INE itself which, in a document of apology, indicated that it was the executive secretaryfor which both characters apologized for their actions which spread.
Finally, on the very day of the discussion of the electoral reform, the governor of Campeche, Layda Sansores San Román, published an alleged conversation in which Edmundo Jacobo allegedly organized a meeting at his home for the leaders of Va por México to meet Lorenzo Córdova.
In issue 49 of Jaguar Tuesdaythe president presented a fragment of a conversation between Alito Moreno, Marko Cortés and Jesús Zambrano where agreed to meet the electoral authorities in order to clarify certain points of the opposition coalition they were leading.
“Hello dear friends. Two problems: 1) the meeting with Lorenzo Córdova could take place on March 1 or 3 at 5:00 p.m. in the house of Edmundo Jacobo. you say. And 2) the meeting that they agreed with our referents of the Political Table with the candidates”, expressed the member of the PRD, to which the member of the PRI and the member of the PAN accepted the invitation with pleasure.
