On Friday, March 10, 2023, the Office of the Mayor of Bogotá published the decree by which the measures with which users of mopeds will be able to circulate in the city will be modified. The district has regulated the use of these devices and they will now require a license, SOAT, license plate and helmet.
These measures will apply to motorized bicycles or electric motorcycles with a cylinder capacity less than 50 cubic centimeters. In the case of electric motorcycles, they must have a power less than 4 kilowattsto be able to travel to Bogotá.
These provisions are established by resolution 160 of 2017 compiled by the ninth chapter of the Resolution 20223040045295 of August 4, 2022 issued by the Ministry of Transport as follows:
• Vehicles must circulate in optimal mechanical, environmental and safety conditions.
• The vehicle must have devices in the front part which projected white light and in the back that reflect red lightdirectional, mirrors, license plate and sound signal.
• They must pass through the center of the respective lane.
• They may not circulate on sidewalks or platforms, or in any space intended for Pedestrian traffic.
• Transit on pedestrian bridges must be done with moped and driven manually.
• They will not be able to ride on cycle paths or on any type of infrastructure designed for the use of the bicycle. They will also not be able to travel on the roads where the cycle path operates when it is in operation.
• They will not be able to use the exclusive routes of the Transmilenio system, and they must not pass through the preferential lanes of the Integrated Public Transport System. They will not be able to pass through the routes where the competent authorities expressly prohibit it.
• Drivers and companions must in all cases transit with a helmet. Between 6:00 p.m. and before 6:00 a.m., or when visibility conditions justify it, drivers and accompanying persons must wear reflective vest.
• Drivers must have Transit License, Transit License, Compulsory Insurance (SOAT) and Vehicle Inspection Certificate Technician – Mechanical and polluting emissions.
• The control and monitoring of the provisions of this resolution will be in charge of the District Mobility Secretarywhich must coordinate its actions with the Transit and Transport Section of the Bogotá Metropolitan Police and the Corps of Civil Traffic and Transport Agents.
In February 2023, the Civil Traffic Officers Corps conducted operations in the city to train moped users.

Owners of motorized or electric bicycles will now have to cross the same ordinary motorcycle tracksbut respecting the speed limit established by the District of Bogotá, which has also provided a list of road sections that will be controlled.

Failure to comply with the rules will result in the imposition of the offenses established in article 131 of the National Land Traffic Codeamended by Article 21 of Law 1383 of 2010, and the provisions of Resolution 3027 of 2010 of the Ministry of Transport.
