On Wednesday of last week, we learned that Andres Ramosnew representative of Ministry of Education before National Superintendence of University Higher Education (Sunedu), convened an extraordinary session to install the new board of directors of this institution which supervises the university reform.
Ministry of Education convenes extraordinary session to elect new Superintendent of Sunedu
Andrés Ramos, representative of the portfolio headed by Óscar Becerra before the body that protects university reform, would seek to dismiss Superintendent Oswaldo Zegarra.
The request sought to place the designated representatives of the public universities which would be the fees of the rector of the Universidad Nacional Mayor de San Marcos, Jeri Ramon, and that of professional associations, within the council of Sunedu Friday. The next day, what continued was to elect the new superintendent to replace Oswaldo Zegarrawhose mandate only ended in August.
It’s unclear whether the appointment of the new Sunedu chief has been finalized, but the steps Andrés Ramos has taken draw all the more attention if his appointment could be irregular. The ungrouped MP Susel Paredes sent a letter to Comptroller General of the Republic to point out that the new Minedu spokesperson has an alleged conflict of interest.
Sunedu: What happened with the election of the chief superintendent?
Yesterday, was to be chosen the replacement for Oswaldo Zegarra, who would end his term in August. It is not known whether the session convened by the representative of the Ministry of Education has been postponed or has come to an end.
Before being summoned by the Minister Oscar BecerraRamos held the position of director of the academic department of the Faculty of Engineering and Architecture of San Martín de Porres University since 1984. Until a few days ago, the name of this person appeared on the website of the said study center, as annexed to the letter of the parliamentarian Paredes sent to the comptroller on February 15 Nelson Shack.
This is where the problem with the appointment of Andrés Ramos comes from. In accordance with article 17.5 of law 31520, “establishes that the members of the board of directors of Sunedu cannot be authorities or legal persons related to them, and, in the event of having been an authority or an administrator, they must have ceased to occupy this position, at least one year before assuming their duties as Sunedu Board Representative”.
Minister of Education on the early elections: “We have already done what we had to do”
Óscar Becerra has left in the hands of the Congress the attention on one of the projects that the population demands the most
With this detail, Ramos would not fulfill the requirement to be Minedu’s spokesman before Sunedu as he held a position at San Martín de Porres University for the past few months. This note is attached to a test which mentions him as a current authority of the house of studies in the XXVII International Vision Congress 2022 which took place on October 20 and 21 last year.
On the other hand, Minister Becerra has again demonstrated today his lack of commitment to defend the institutionality of Sunedu. In an interview for Canal N, he pointed out that this entity “It was the petty cash of a political party via consulting firms.” He did not specify the name of the group he was referring to.
The position of the head of the education sector is not surprising given that last December, posts appeared on his social networks where he criticized the role of Sunedu.
In one of the texts he shared on his Facebook account in the year 2017 reads the following:
“With Saavedra at the helm of Minedu, although he reverted to meritocracy, surprisingly, the focus was on an anti-investment private policy: for example, academic accreditations in basic education were suspended and Sunedu was created, which in real terms has become an enemy entity to private cloisters, regardless of academic qualities”.
In May last year, Becerra shared a post referring to Sunedu’s new board formation with the enforcement of Law 31520. “What happens is that for some, their company is over and others think that Sunedu caviar was the panacea, it was not,” reads the text originally published by Carmen María Izaguirre Valdes.
In addition, the Minister of Education had a controversial phrase when he mentioned during an interview with Latina that “we must support the Sundubut it should not be endured as if it were dogma or divine revelation”.
