The Governor of Buenos Aires Axel Kicillofwill inaugurate the 151st regular session of the Legislature tomorrow, with a message in which she will emphasize “the right to the future”, highlight differences with the opposition and call once again for co-participation resources corresponding to the most populated district of the country.
After having had to suspend the traditional speech before the Legislative Assembly last Wednesday due to the blackout that affected several provinces and part of the Metropolitan Area of Buenos Aires (AMBA), the President will deliver his speech tomorrow, at 8 hours, in front of the deputies and the provincial senators.
As every year, the mayors of Buenos Aires, the judges of the Provincial Supreme Court, all the members of the provincial cabinet, national civil servants and legislators, union leaders and the Archbishop of La Plata will be present. Victor Manuel Fernandez.
As indicated, in his speech Kicillof will make a “management report, with the value of the achievements obtained” and, in this context, it is not excluded that he questions the opposition in an electoral key, demanding that it pronounces around the dispute between the city of Buenos Aires and the Nation on the issue of co-participating resources, as indicated by the Telam of the Executive of Buenos Aires.
Así, el gobernador will insist that “todo aquello que le falta a la provincia -escuelas, hospitales, rutas, agua potable y cloacas- es porque hace más de 30 años recibe menos de lo que le corresponde en concepto de coparticipación federal”, añadieron the sources.
At the same time, Kicillof is expected to demand from the opposition blockades the treatment of pending laws such as the repeal of the Banco Provincia pension reform, which was approved during the administration of María Eugenia Vidal and which has generated thousands of legal injunctions for unconstitutionality. .
Last year, the ruling party failed to secure the votes for the legislature to move forward with the draft sent by the executive and it was a stone’s throw from being voted on until – according to Kicillof himself denounced at a press conference – the internal project that surfaced in the opposition blocs backed down with the pre-agreement. Then the governor gave a press conference in which he blamed the interference of the former president Mauricio Macri there Vidal to intervene in opposition negotiations.
The executive has made a commitment with the La Bancaria union to repeal Law 15,008 and to restore certain characteristics to the retirement benefits of Banco Provincia employees, as they functioned before its modification promoted by Vidal’s management, arguing a deficit in the Bank’s employees’ pension fund. which was to be paid by the State of Buenos Aires. This modification – which at the time had the participation of Peronism for the authorization of the quorum for this session– It was accompanied by an avalanche of legal claims on behalf of the liabilities of the Bank denouncing the assignment of their social rights.
Faced with the number of complaints, the Supreme Court of Justice of the province of Buenos Aires asked to find a political solution; that is, in the Legislative Assembly. Otherwise, it should rule in favor of the plaintiffs, setting a precedent for any precautionary measure in this regard. The province calculates that if it advances the demands, it will have to pay the sum of 38 billion pesos. With the agreement of the UCR, the law was about to be passed this year. The President will return to this point.
In connection with the speech, he is also expected to demand that health-related initiatives be sanctioned, such as the transformation of the Biological Institute into a state enterprise, to promote the public production of medicines; and the draft law to give priority to nurses and that they be automatically incorporated into law 10,471 which regulates the activity of health professionals.
