‘Plan B’ discussion breaks record for longest Senate session (Senate)
Finally, the date for the discussion of President Andrés Manuel López Obrador’s (AMLO) Plan B before the Senate Committees for Controversy Elimination, commonly known as the “eternal life clause,” has been set.
Ricardo Monreal states that the only thing that can be changed in AMLO’s Plan B is the “eternal life clause.”
A lawmaker from the Morena party reveals that despite meetings with the INE (National Electoral Institute) and organizations against Plan B, only one article in the notice can be modified.
The discussion is scheduled to take place on Tuesday, February 21st, at around 3:00 p.m. It will be held in person at the second Unified Government and Legislative Studies Committees.
However, the session was scheduled for that day due to Senator Monique Fernandez, Chairman of the Governance Committee, having a sore throat that impairs proper speech. He stated to the media, “Listen to my voice… I cannot have a meeting of the Commission… it does not suit me.”

Before entering the legislative process stage, the Morena coordinator could only propose listening to the president of the INE and dissatisfied citizens regarding the AMLO electoral reform.
During a press conference in the legislative chamber, Ricardo Monreal, in a high-pitched and barely audible voice, announced that lawmakers would hold the meeting and clarified the topics to be discussed during the committee session.
First, he informed reporters that there was no intention of delaying or using tactics against the discussion. He added that they would not analyze the entirety of Plan B since it had already been approved except for one article.
“Furthermore, I want to remind everyone again, we are not analyzing Plan B. We are only deciding whether or not we accept the modification brought to Article 12, which is what the Chamber of Deputies sent to us,” he stated.
Article 12 of the General Law on Electoral Institutions and Procedures, one of the six modified secondary laws that constitute Plan B, establishes the distribution of votes obtained by a candidate among the parties in the coalition to which they belong.
Monreal urges not to halt the discussion of Plan B in the Senate.
The Morena coordinator emphasizes that if the President of the Governance Commission, Mónica Fernández, is unavailable, the discussion can proceed in the second Commission for Legislative Studies.
These clarifications were provided after Senator Ricardo Monreal, Chairman of the Political Coordinating Council (Jucopo), urged the legislative work to continue and the discussion not to be further adjourned, as the session was already scheduled for this week.
“She proposed that she would meet with us this week. It’s Tuesday; let’s wait for her to do it now. If not, the board can do it, or the other president with the board,” Monreal expressed.
It is important to note that the National Regeneration Movement party (Morena) was accused of wanting to postpone the reform discussion. Even Monreal Ávila, who voted against the changes, was accused of discussing the postponement of the discussion with the Secretary of the Interior.
Senator Monreal had a meeting with Adam Augusto Lopez on Monday morning, where they discussed various issues on the legislative agenda. He assured that López Hernández respects the timing of the two Chambers.
