What is sought to be regulated are chemical precursors, essential chemicals, and machinery for making capsules, tablets, or tablets, through government actions, updating administrative penalties, and criminalizing behaviors related to the misuse of chemical precursors. .

According to the federal government, this initiative is intended to “contribute to the prevention, detection of diversion or use and the repression of the illicit production of synthetic drugs”, in order to guarantee a welfare state with regard to the production of this type of narcotics.

Specifically, it promotes stronger supervision and more effective monitoring, control and verification measures for precursor chemicals and essential chemicals, which ensure their correct availability for medical and scientific use and not for use by drug cartels.

Likewise, it intends to improve the control, registration and authorization of these activities regulated by law, to strengthen the performance of the dependencies concerned, through the Integral System of Substances (Sisus). It was forwarded to the Health Commission.
