This is a repeat/rework of the Spices From the West event from 2.6. You will need to be at least Adventure Rank 20 to craft new Condiments, and at least Adventure Rank 28 to complete the Idle Teapot Talk quest, which will allow you to offer dishes to Genshin Impact characters in your Serenite Jar.
If you meet all the prerequisites, you will be able to create seasonings and add them to dishes to make them “fragrant dishes”, which can then be given to your companions for a taste test.
Each character will give their opinion on your cooking skills and their feedback will vary depending on their personal preferences.
