And yes, once there, you will find the Yakuza/like a dragon classic “Baka Mitai” in Like a Dragon: Ishin.

One of the easiest times to get to Utamaruya and participate in the karaoke mini-game is around chapter four of Like a Dragon: Ishin. It’s just off the main street, before heading north into the next neighborhood. Once inside, it will cost you 500 months to complete.
