The testimonies of the victims of the jailer detained for having raped prisoners in exchange for “good marks” to get them out of prison

B., 22, imprisoned for robbery, entered one afternoon in July 2022 at a cell in Ward 5, Unit 18, Gorina Prison, for a private meeting. The abuse didn’t happen just once. According to the file, V. assaulted the inmate from July to September 2022, on Mondays, Wednesdays and Fridays, always in the same cell. He forced him to masturbate him, to give him oral sex. On one occasion, he forced his way inside her. “I only saw him for the reports he promised me. If my freedom hadn’t been at stake, I never would have.“, declared the victim, in a testimony which reflects a torture so despicable that it is reminiscent of the harassment committed by the repressors in the clandestine centers during the last military dictatorship. In his request for arrest, the prosecutor in charge of the case, Juan Cruz Condomí Alcorta, noted that these aberrant crimes “affect the foundations of the human rights system”.

SO, the subprefect was arrested by the DDI of La Plata of the Buenos Aires police on Thursday 23, in a file investigated with the assistant prosecutor for crimes in penitentiary units. Then, questioned, he refused to testify. The SPB’s internal affairs audit office itself lodged a complaint. The abuses allegedly committed by the sub-prefect became known thanks to the viralization of a video showing the detainee in a compromising situation. Two inmates showed the video to a penitentiary. V., said this officer, “he ate the ice cream”, according to inmates who showed him the footage. The officer clarified the term: his partner performed oral sex on inmates. Several short shots of the sequence were found, lasting no more than fifteen seconds, with V. still on his knees.

The 22-year-old inmate was not the only victim. There is another who dared to denounce the abuse she suffered, with repeated events that occurred between July and August of this year, also in the cell. This prisoner assured that the sub-prefect had ordered him to touch his penis. “You are really cute, you are a really cute child,” the prisoner told his victim. He used to attack her in her office, when they were alone. “He closed the door, and while I was preparing a mate, he touched me, hinted that we were doing something, I felt very uncomfortable.” This detainee, also a victim, claimed to have seen the videos, which circulated among the detainees of the prison.

The companions of the sub-prefect testified in the case and marked the importance of the reports that V. has prepared for any inmate to gain an advantage. “Their reports are a fundamental part, they constitute the selection jury, they are integrated with those of the school sector, the surveillance, the mechanical workshops, the psychological field. All these reports are brought together when the court of each prisoner requests them” , said another uniformed officer outside the office of the prosecutor handling the case. Inmates told this penitentiary that you even “chapeaba” with its role as evaluator.

The prisoner is still being held in a cell at the police station, pending his request for preventive detention.
