However, it was the appointment of Almendra Ortiz as Director of Administration for the Institute of State Workers’ Safety and Social Services (ISSSTE) a decision that aroused great indignation in public opinion, all the more so when the disastrous consequences of his tenure in this position became known.

It was in a delivery of Mexicans Against Corruption and Impunity (MCCI) signed by the journalist Valeria Duran where it was stated that Ortiz with almonds -former assistant to Andrés Manuel López Obrador- was appointed in 2022 administrative director of the Institute of Security and Social Services of State Workers (ISSSTE).

It was June 16 of last year when members of the ISSSTE procurement committee discussed a proposal presented by Almendra Ortiz which considered the attribution of the ISSSTE imaging service to IMEDICa company that lacked experience in this area.

On this occasion, the members spoke out against granting a new contract to the company proposed by the former assistant to the president of Tabasco, arguing that it would be impossible to change supplier nine days after the end of the contractas well as no market study justifying the change of company.

Despite this, on June 20, a new extraordinary session of the said committee was convened, during which four people who had voted against the direct award were excluded and invited five more.

According to what was exposed by the civil organization, in nine pages it was explained that the business is not tied to the service it providessince the Internal Control Body visited 40 hospitals across the country where 38 medical units reported failures and non-compliances in the service, in addition to nine deaths of beneficiaries.

Likewise, the said report indicates that the deaths are directly related to a certain assignment due to the delay in the service that the company proposed by Almendra Ortiz had to provide.

At the same time, monitoring in hospitals revealed that the impact of the lack of service delivery after the change of company was limited to 40 thousand 86 care services not provided, 25 thousand 633 diagnoses not made, the suspension of 503 surgeries and the postponement of another thousand 57 surgeries.

These service outages caused a total of 57 thousand 595 patients affectedof which nine have died and 2,573 were in serious condition as of August 29, 2022.
